GMs are responsible for posting all transactions in their appropriate transactions thread. All posts should include the player's name in the subject line of the post.
Promotions
Teams may promote any players from their minor leagues as long as a corresponding transaction is performed to clear space on the 25-man and 40-man (if necessary) rosters. When promoting a prospect (player who does not currently have a contract), the initial contract will be one of three salaries:
(1) $100,000 - Prospects promoted to the 40-man roster (generally used to protect a player from being selected in Rule 5 draft)
(2) $400,000 - Prospects promoted to the 25-man roster
Promoted minor league prospects will have an indefinite contract until reaching rookie limits (130 AB / 50 IP), at which point, their contract end date will be the year where the limits are reached + 5 years (i.e., if a player surpasses the limits in 2013, his initial contract will expire in 2018, giving his team six years of service, with annual raises based on arbitration)
NOTE: Once a player is sent to the minors, they are must remain there for at least 10 days before being recalled (with the exception of if they need to return due to an injury).
**This is to prevent the loophole of bouncing one or two players up and down depending on the day of the week.
Designate For Assignment
GMs can designate players for assignment. When a team DFAs a player, that player is immediately removed from the roster and their slot is available. Other teams may claim the DFA'ed player. Prior to the all-star break, priority order is determined by prior year's standings. After the all-star break, priority is determined by current year's standings. Like MLB, priority is also based on the league of the team who DFA's the player. For example, if a National League team DFAs a player, then every team in the National League would have priority before the lowest ranked American League player. Once a team successfully claims a player, that team moves down 5 spots in priority (1st priority team would be come 6th priority team, ahead of the previous 6th priority team)
Players remain DFA'ed for 10 days. If not claimed, they are moved off 40-man and considered a paid minor leaguer. As a reminder, DFAing a player puts him on irrevocable waivers. If he is claimed you may not pull back the player. DFA'ed players are still usable later on if one chooses to promote them back to the 40-man.
Waivers
GMs can waive players. Successfully waiving a player allows a GM to move a player to the 40-man (when no options are available) or to trade a player (when after trade deadline).
When a team waives a player, other teams may claim the waived player. Prior to the all-star break, priority order is determined by prior year's standings. After the all-star break, priority is determined by current year's standings. Like MLB, priority is also based on the league of the team who waives the player. For example, if a National League team waives a player, then every team in the National League would have priority before the lowest ranked American League player. Players wishing to place a claim can simply respond to the waiver post with the word "claim". Once a team successfully claims a player, that move down 5 spots in priority (1st priority team would be come 6th priority team, ahead of the previous 6th priority team)
A player will be on waivers for 48-hours. GMs will have at least 24 hours to pull back a player from the time of the last claim. During this time, the GM waiving the player will have 24 hours to pull back the player or work out a trade with the team having waiver priority.
There are four waiver periods. A specific player can only be waived once each period.
Period 1: February 16th - May 1st
Period 2: May 2nd - July 31st
Period 3: August 1st - November 10th
Period 4: November 11th - February 15th
Trading
GMs are allowed to trade draft picks (up to two drafts into the future) and players. They are allowed to pay a portion of a traded player's salary but may not send cash in a deal. When paying a portion of a player's salary, please specify who is paying it, how much, and for how many years. The amount paid by each team must be constant over the length of the contract. This is to make sure contracts are not too difficult to keep track of.
Example (First example is ILLEGAL, second example is LEGAL):
** Assume the following players have their "real life" contracts.
Example 1:
This IS NOT allowed (Notice there is more money in this trade then dollars in the players' contracts):
Player A trades: $15 mil and Jerry Sands
Player B trades: Wil Myers
Example 2:
This IS allowed
Player A trades: A-Rod (And Player A takes on $10 mil in 2013 of A-Rod's contract)
Player B trades: Jerry Sands
When a trade is agreed upon between GMs, one GM will post the trade in the trade forum along with a brief explanation of their justification for the trade. Likewise, the other GM should post agreeing to the trade along with a brief explanation of their justification. While these justifications do not need to be "essay" length, they should be more than statements like "I'm rebuilding and need prospects".
Trades will be processed immediately by the commissioner if the trade is deemed not worthy of further inspection. If it requires further inspection, the trade will be put to a league-wide vote, wherein 4 passes cause the deal to pass. 4 vetoes would stop the deal. Any additional veto would require one additional pass (Ex. 2 vetoes require 6 passes to process the trade). If the commissioner is involved in the trade, the duty of trade processor would fall to the co-commissioner.
Non-waiver Trade Deadline:
July 31st each year at 4 PM EST (same as MLB)
Disabled List
Moving a player to the 15-Day DL does not require posting to the forum, as long as the move is made on FanTrax by the owner. Moving a player to the 60-Day DL and off the 25-man roster does require posting to the forum.
Non-Tender
GMs may choose to non-tender arbitration-eligible and 20xx contract players each year. This transaction may occur any time between the end of the season and December 24th. Non-tendering will result in the immediate release of the player.
Prospects on the 40-man roster who have never been on the 25-man roster are considered 20xx players. This simply signifies that their service clocks have not started and that their contract length is TBD.
