Each team will have a salary cap that teams will not be allowed to exceed. Players on your 40-man roster (both active and inactive), 60-day DL, and paid minor leaguers will count towards the cap.
The salary cap for the 2016 season is $125,000,000.
Note that the international bonus pool is separate from the main salary pool.
Trading salary directly is not allowed. Contracts can be traded, however. For example, Mike Trout is being paid $30,000,000 per season by Team A and is traded to Team B. Team B may want Team A to cover $5,000,000 per season for the duration of the contract. In that regard, the payments would fall under the financial obligations section of the roster spreadsheet.
Players must be paid the same amount each season. For example, Billy Butler cannot be paid $10,000,000 in 2016 and $12,000,000 in 2017. He would have to be paid $11,000,000 in both years.

Amnesty Clauses
Every owner will receive one amnesty clause. Every new owner that replaces an old owner will receive one amnesty clause.
This amnesty clause can be used to release any player on your team, with either no, or a lowered cap penalty. If the player's salary is below or equal to $20M a year, you will not need to pay anything after amnestying him. If the player costs over $20M per season, you will pay 50% of all salary above $20M for the duration of the contract. For example, if you have a player for $32M signed through 2019, you would owe $6M through 2019 after amnestying him.
Once a player is amnestied, they become a free agent eligible to be bid on. Once you've used your amnesty clause you will not receive another one, so choose wisely.
